National Policy, Programme and  Coordination  
The “Innocenti Declaration” (3) was confirmed by 139 governments in 1990. It recommended all governments to have national breastfeeding committees and coordinators as established mechanisms to protect, promote and support breastfeeding in the country. World Summit for Children recommends, “All governments should develop national breastfeeding policies. The Global Strategy for Infant and Young Child Feeding calls for an urgent action form all Member States to develop, implement, monitor and evaluate a comprehensive policy on IYCF

Assessment of Status of IYCF:Practice, Policy and Program:Achievements and Gaps
India has a good document in the form of National Guidelines for Infant and Young Child Feeding, which is consistent with the Global Strategy for Infant and Young Child Feeding. It also has a national policy on nutrition, which, should be revised to make it consistent with the global recommendations. Though a National Breastfeeding Committee exists, it is mainly non-functional, and lacks representation of all stakeholders. It is also not linked with other sectors such as health, nutrition, etc. The coordinator’s terms of reference should be made clearer and the meetings schedule should be regularised. This has led to the existence of several gaps, which do not allow the policy to the implemented effectively. Download Report
